Essential Functions: The Director of Pupil Personnel Services position involves the design, development, management, monitoring, supervision and administration of Pupil Services programs, including special education and student support services, in grades Preschool 12. The Director administers and supervises all aspects of the Pupil Services program, including, but not limited to, special education and related clinical services, related intervention and support services, nursing, civil rights, Title I, 504, Mc Kinney Vento, and English Language Learner services. Responsibilities: Implements policies, procedures, plans and directives promulgated by the Dudley Charlton Regional School Committee in concert with state and federal laws and regulationsOversees the operation of the Department of Special Education and other Pupil Services departments and servicesCollaborates and assists in the recruiting and recommendation of personnel for Special Education and Pupil Services Collaborates with principals and sped coordinators in the supervision and evaluation of Special Education staff Evaluates Special Education Coordinators and other designated personnel Collaborates with principals in the provision of special education services in the districtPrepares written and other reports as necessary for the administration of the Pupil Services departmentPrepares detailed budget recommendations for the Special Education program and manages the execution of the budgetOversees staff responsible for transportation of students requiring specialized education programsCollaborates with the Director of Finance and Operations to oversee Medicaid claims and circuit breaker reimbursement Oversees the implementation of appropriate curricula for students requiring special education servicesConfers with principals and other administrators to design, develop, and implement appropriate professional development programs for Special Education and Pupil Services staffDevelops and implements appropriate in district special education programs, as approved by the Superintendent of SchoolsIn collaboration with the Special Education Coordinators oversees the Dudley Charlton RSD implementation of the special education evaluation process to determine eligibility for special education services in compliance with all state and federal regulationsDirects the districts teams involved in cases brought to the BSEA Mediation or Hearing processInforms all staff of the Dudley Charlton RSD of all pertinent laws and regulations affecting students with disabilities and provides regular updates to staff and other members of central administration and building level administratorsSupervises departmental practices and policies to ensure compliance with all federal and state laws and regulations, local policy and procedures, and research based sound educational practicesFosters program improvement that is data- based and that promotes equity, access, and opportunities for all student with disabilitiesCollaborates with principals in order to provide home/hospital services for eligible students Supervises nurses as well as all related health services and makes recommendations to promote the betterment of services for all studentsOversees and supervises district BCBA staff and psychologistsExperience fostering family and community engagement, including collaboration with the Special Education Parent Advisory Council (SEPAC)Oversees the development of a special education program improvement plan that focuses on a safe school environment with appropriate therapeutic services for students Promotes the professional development of staff aimed to maintain and improve high caliber instructional standardsOversees and supervises staff to ensure high instructional expectations for all students with disabilities utilizing the Curriculum FrameworksPromotes and develops instructional methodologies which research shows to be effective in promoting meaningful inclusive education for students with disabilitiesAssists teachers with adaptation of learning materials and teaching strategies that are responsive to differing learning stylesOversees civil rights as it relates to district compliance with state and federal laws and regulations Oversees and collaborates with building administrators to ensure appropriate development and implementation of 504 plansWorks with administrators and staff to oversee and ensure the implementation of Title 1 services are in compliance with federal laws and regulationsOversees and ensures appropriate staffing and programming for English Language LearnersPerforms any other duties and responsibilities consistent with education and administration and supervision as required by the superintendent of School
