Amentum is seeking a Maritime Domain Awareness (MDA) Subject Matter Expert (SME) to support the expansion and/or bolstering of fusion centers throughout the USINDOPACOM Area of Responsibility (AOR). The MDA SME must understand the complexity and value of maritime domain information flow to decision-makers; be able to assess and evaluate best use of publicly available information (PAI) and open-source intelligence (OSINT); and synchronize how this information is represented and integrated into regional common operating pictures (COP). Key areas of understanding for the MDA SME include working knowledge of dark vessel detection (DVD), vessel monitoring system (VMS), and automated information system (AIS) platforms. The MDA SME must be well versed in intelligence and collections life cycles and have full understanding of critical information required to successfully integrate all pertinent MDA information into a COP and MDA support products.

The MDA SME will work within a fusion center team (FCT) to research, analyze, educate, and inform the team on how best to integrate MDA and PAI/OSINT capabilities to effectively support regional COP efforts. This position will also advise both senior INDOPACOM leadership and end-product users, comprised of partner nations working with the United States.

This position will be responsible to identify key data sources/datasets that support MDA planning and execution and ensure the FCT understands how to integrate, interpret, and represent PAI/OSINT MDA data and apply that data towards counter transnational crime (CTC) operations, to include illegal, unregulated, unreported fishing (IUUF), trafficking of illicit goods and drugs, etc.

Essential Duties and Responsibilities:

  • The MDA SME will develop courseware and train partner nations on MDA fundamentals and operations & activities
  • The MDA SME will provide and oversee high-value analysis, assessment, test and evaluation of new capabilities to integrate MDA capabilities into fusion center planning and operations.
  • Conduct research, inform new capabilities, and support partner nation operational plans.
  • Recommend how to integrate MDA strategies into operational fusion center plans and standard operating procedures (SOPs).
  • Provide support for the development, planning, staffing, coordination, integration, execution, and assessment of MDA Capabilities.
  • Recommend how to integrate MDA capabilities to enhance USINDOPACOM fusion center COA development and COA analysis.
  • Identify operational use-cases for enhancements in MDA capabilities and provide insights on integration options that can translate into system upgrades.
  • Assess and provide formal recommendations on emerging MDA tools and methodologies.
  • Construct value-added MDA products to enhance FCT, PN, and INDOPACOM MDA Situational Awareness.
  • Have a firm understanding of assets and platforms that conduct Collections / Intelligence Surveillance Reconnaissance (ISR) support to MDA efforts.
  • Develop training periods of instruction (POI) and deliver course instruction to enable designated Partner Nation (PN) current and future maritime operations, including evaluated technological solutions, intelligence collections and analytic platforms, and tactics, techniques & procedures; assists PN with SOP development using established best practices.

Minimum Qualifications:

  • Bachelor of Science or Bachelor of Arts degree.
  • Works well within a team to identify and analyze problems and proactively find solutions.
  • Clearance Required: TS with SCI eligibility.
  • Exposure to maritime law enforcement and/or coastal security.
  • Baseline knowledge of the United Nations Convention on the Law of the Sea (UNCLOS).

  • Minimum of eight years’ experience working within the MDA field.
  • Minimum of three years’ experience conducting MDA operations.
  • Minimum of three years' experience working within the Indo-Pacific region.
  • Minimum of three years' experience working with PAI/OSINT.
  • Minimum of three years’ experience conducting Maritime Pattern of Life.
  • Minimum of three years’ experience constructing intelligence support products.

Preferred Qualifications:

  • Red Data Base Manager (RDBM).
  • Maritime watch supervisor or supervisor of an MDA problem set.
  • Afloat experience contributing to management of a Common Operating Picture (COP).
  • Experience using PAI/OSINT in support of a COP.
  • Experience using Automatic Identification System (AIS) and Vessel Monitoring System (VMS).
  • Experience with Dark Vessel Detection (DVD).
  • Experience with Long Range Identification & Tracking (LRIT).
  • Experience with Maritime Interdiction Operations (MIO).
  • Experience with Visit Board Search & Seizure (VBSS) operations.
  • Experience supporting Counter Illegal, Unregulated, Unreported Fishing (C-IUUF).
  • Experience supporting other counter transnational crime operations.
  • Experience with ISR, to include cyber and space-based ISR.
  • Experience with analyzing Maritime Electronic Intelligence (ELINT), Maritime Imagery Intelligence (IMINT), Maritime Human Intelligence (HUMINT), or Maritime Signals Intelligence (SIGINT).
  • Experience with Artificial Intelligence and Machine Learning (AI/ML).
  • Experience with Safety of Life and Sea (SOLAS), and the International Convention for the Prevention of Pollution from Ships (MARPOL).
