Responsibilities:
The Technical Analysis and Planning Manager will focus on day-to-day operations of security and emergency services (SES) planning/analysis activities, and reports issues, challenges, and actions to the Program Planning & Assurance Manager, as well as the SES Director, and NFO.

Key Responsibilities
  • Provide technical support to the Nevada Field Office (NFO) by conducting and managing analyses that support S&S planning activities for Nevada National Security Site (NNSS) fixed facilities and projects.
  • Manage various analyses of physical security features for multiple NNSS projects, to include complex characterizations of targets, threats, facilities, protective force, and insider threats.
  • Responsible for the implementation of Department of Energy (DOE) Order 151.1D, Comprehensive Emergency Management System, DOE Order 470.3C, Design Basis Threat (DBT), and National Nuclear Security Administration (NNSA) Supplemental Directive (SD) 470.4-2, Enterprise Safeguards and Security Planning and Analysis Program Implementation Instructions.
  • Facilitate the development of Security Incident Response Plans, Emergency Response Procedures, Emergency Plan Implementing Procedures, and after-action reports, as well as advising security and emergency operations, identifying gaps in order requirements, and developing solutions for the protection and response to DOE assets and projects.
  • Integrates with contractor organizations to conduct various tasks associated with the completion of analysis.
  • Ensure assessment process is comprehensive and accurate in evaluating risk, ensures critical resources are available to complete tasks in accordance with the DBT, DOE Order 151.1D, and NNSA SD 470.4-2, and ensure completion of tasks in a timely manner in order to meet assigned suspense dates.
  • Develop, coordinate, and set standards and guidelines for security planning and analysis within the confines of company policies and procedures, NNSA SD 470.4-2 II, and other DOE security orders.
  • Ensure emergency management planning is integrated with other applicable programs and associated documents (e.g., Baseline Needs Assessment, Site Security Plan, Cyber Security Plan, Continuity of Operations Plan, Safety Basis).
  • Conduct physical security needs-assessments and self-audits, and coordinates program deployment and administration in collaboration with stakeholders and/or vendor services.
  • Ensure internal quality assurance (QA) programs for planning and analysis are implemented in accordance with company policies and procedures.
  • Maintain security authorization basis process and supporting analysis in order to assist campaign-based mission work on the NNSS, with security and protection requirements.
  • Manage the coordination of nuclear and/or non-nuclear facilities/activities on the Nevada National Security Site (NNSS), North Las Vegas Facility (NLVF) and other Outlying locations for a DOE Order 151.1D-compliant Emergency Management Program. Works with the High Hazard Facilities, Elevated Risk Facilities, General Facilities.
  • Ensure that any proposed changes to the Emergency Management Program are conveyed to organizations (e.g., other organizations, FM/REOP Program, national laboratories, outlying locations, NNSA/NFO) whose procedures may be impacted.
  • Evaluate organizations, subcontractors, SPP, and DoD-sponsored organizations Safeguards & Security and Emergency Management Programs for adherence/equivalency to the M&O Contractor Nevada Enterprise Site Security Plan and/or the NNSS Consolidated Emergency Management Plan.
  • Oversee implementation of the continuity programs in support of DOE and the Nevada Field office’s requirements.
Qualifications:
  • Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
  • Must be a U.S. Citizen and have the ability to obtain and maintain a DOE Q clearance and be human reliability program (HRP) eligible.
  • Working knowledge of the DOE security orders and policies.
  • Demonstrated experience to apply the knowledge, skills, abilities, and competencies required to successfully perform the job.
  • Prefer high-level organizational, business planning and record-keeping skills.
  • High-level verbal and written communication skills; proficiency with Microsoft Office suites, including Excel and similar programs.
  • Critical thinking and problem-solving.
  • Experience managing personnel preferred.
  • Project management experience preferred but not required.
  • The primary work location will be the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance
(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is $118,248.00 - $189,196.80.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
