REFORESTATION SERVICES (FIELD ASSISTANT)

American Forests hereby requests proposals for Reforestation Assistants associated with American
Forests’ grant agreement:

CA Seed Collection Project, various locations in Sierra Nevada and Coast Range,
California/Nevada, funded by the Bureau of Land Management. Locations include:

  • Redding, CA
  • Susanville, CA
  • El Dorado Hills/Sacramento, CA
  • Telework/remote work from home office as negotiable

PROJECT INFORMATION
American Forests is seeking a Reforestation Assistant(s) to develop and coordinate the BLM California seed collection program. American Forests has been funded by the Bureau of Land Management to develop a statewide conifer seed collection program on BLM lands, based initially on the recently developed Camp Fire reforestation strategy. This work will include seed survey and seed collection training, conducting cone surveys, developing RFPs and contracts for cone collection, and providing on-site support during cone collections. Cones collected from this project may be delivered to BLM to grow at Federal and state-managed nurseries, and be used to reforest BLM-managed lands.

Anticipated Schedule

Field Assistant cone survey training May 2023 June 2023
Cone surveys June 2023 August 2023
Seed collection Request for proposals and contract July 2023 August 2023
Up to 30-50 bushels of seeds collected August 2023 November 2023

Site-Specific Training Provided:
Expected trainings include cone surveys and cone collection trainings, project management training, as well as training in American Forests invoicing and monitoring/evaluation protocols.

Required Qualifications:

  • Some experience in forested environments, including driving and navigation skills.
  • At least 1 year of experience with natural resource management, surveying, assessment or other relevant work experience
  • Ability to work independently and self-manage to maintain productivity and AF/BLM expectations.
  • Ability to think creatively, problem solve, and a willingness to find innovative solutions.
  • Strong desire to work in a forest health related career, ideally in the Sierra and Cascades.
  • Ability to work with diverse partners and stakeholders and facilitate productive decision making.

Desired Qualifications:

  • Coursework and/or associate’s/bachelor’s degree in Forestry, Environmental Science, or related field.
  • Experience Using GIS
  • Knowledge of tree identification, particularly conifers such as ponderosa pine, sugar pine, and

Douglas-fir

  • Ability to use GPS or Avenza to track and record locations.
  • Experience navigating using a topographic map and flagging boundaries.
  • Experience safely operating a 4WD vehicle on unpaved forest roads.
  • Experience working as an individual contractor

WORKING CONDITIONS:
Work will be performed in indoor and outdoor environments across various hot, cold, wet and dry conditions. This job will require hiking and may occasionally involve lifting and/or carrying loads of up to
50 lbs. This job will require extensive travel, often for multiple days, including being outdoors for more than 9 hours. Vehicles are expected to be provided as part of this position. Reasonable accommodation may be made to enable individuals with disabilities to perform essential functions.

INSURANCE:
Selected contractor(s) must provide proof of general liability insurance; contractors can plan to pay for the liability insurance costs from their contractual budget. Such insurance coverage shall be maintained in full force and effect for the duration of the Contract and must be in a form satisfactory to American
Forests.

PROJECT SCOPE
The scope of Contractor services shall include at least the following items described below. American
Forests understands the RFP may be inadequate to fully describe the work envisioned. The contractor should include additional tasks they deem appropriate. Include written reasons why a task should be included, and the fee required to complete the task.

American Forests’ intent is to agree upon a scope of work that will meet the project's needs with a fee package providing fair compensation to the Contractor. The following scope of work outlines the required elements of the Contractor:

1. Cone surveys of targeted conifer species – Field Assistant will conduct surveys of potential conifer species, both initial surveys and return monitoring to determine collection time frames.

2. Cone survey coordination – Meet with American Forests cone surveyors throughout the season
(~1 hour on a monthly/bi-weekly basis) to discuss crop trends, challenges, and successes.

3. Collection request for proposals - Work with BLM and American Forests staff to develop a
Scope of Work for solicitation to qualified contractor(s) that can perform the technical aspects of collecting cones.

4. Contract administration – Work with American Forests staff to administer the cone collection contracts, including solicitation, contract negotiation, and contract management.

5. Supervise and support cone collection on site conducted by contractual climbers.
6. Ensure delivery of cones to appropriate nursery facilities.
7. Other duties as related to surveys, collection, and transport.
