We are looking for a Project Cost Engineer who can support large-scale construction projects for Construction and Commissioning. Experience in Life Science capital projects is essential. The scopes will include civil, structural, mechanical, process piping, plumbing, electrical, instrumentation, automation systems, commissioning, qualification, validation, regulatory, and product commercialization.

Responsibilities:

  • Leads cost control activities across large pharmaceutical construction projects
  • Expected to work with A/E, CM, Automation Integrator, and CQV firms as needed, to leverage or align cost control processes and deliverables with Company's Project Services Operating Model
  • Supports the procurement process, working pre-contract with Company's Procurement as required and ensuring budget checks are carried out prior to committing purchase orders and contracts. Supports bid analysis in conjunction with our team's estimating resources along with any value engineering exercises
  • Responsible for the cost reporting and forecasting processes on the above mentioned projects, including change management and internal resource forecasting and control. Supports change order evaluations in conjunction with Company's estimating resources
  • Responsible for monitoring project progress, productivity, and earned value; identifying and communicating deviations from plan.
  • Responsible for reviewing applications for payment / invoices in accordance with Company's requirements, enabling verified and timely payment to suppliers. Facilitates agreement of the final cost account with key members of the supply chain
  • Contributes to the risk management process (led by the PM) to ensure risks are correctly identified and evaluated / quantified, thus informing contingency requirements moving forward

Deliverables:

  • Establish original control budget and maintain current control budget, including budget changes and transfers.
  • Prepare monthly cost reports, aligned to Company's standard format. Monthly cost report presented to the PM as a minimum to agree the position and identify any corrective actions needed
  • Prepare and maintain a cash flow forecast for the duration of the project, aligned to Company's standard format. Frequency of forecast update to be Monthly unless otherwise agreed with Company.
  • Monthly capex actuals (value of work done / VOWD) including variance commentary versus planned values in most recent business update. Liaison with Company Finance as required
  • Quarterly cashflow forecast (long range plan, rolling business updates etc.) including any ad-hoc update requests typically towards year-end
  • Monthly cost-related components of the Company's monthly project progress report
  • Set up and maintain a staffing forecast which shows planned, actual and forecast expenditure. The plan shall reflect changes approved by the team.
  • Monthly resource plan review and update with the Project Manager and other contributors as needed.
  • Change log completed with cost impacts and funding sources, reviewed at a frequency no less than monthly albeit probably more frequently with the project team
  • Monthly contingency drawdown profile, identifying planned, actual and pending usage
  • Data capture form(s) at project close-out. Prepare a cost analysis at final account based on agreed format or special requirements.
  • Prepare capitalization of construction costs for the purpose of preparing an asset register in a format agreed with Company.

Qualifications:

  • Strong communication and presentation capabilities: written and verbal.
  • Demonstrate a team spirit and strong dedication to success of the team.
  • Multiple large-scale complex project experience, $500MM+.
  • Knowledge in the construction of civil, structural, mechanical, electrical and instrumentation systems.
  • Experience of project controls in a construction environment required with pharmaceutical experience preferred
  • Experience of valuations, administration of sub-contractor accounts and variations.
  • Understanding of construction techniques and specifications
  • Experience of working within a team environment
  • Successful candidates will have at least 10 years experience in all facets of cost controls.
  • Experience of handling large value contracts or subcontracts expected

Education and Training:

  • Advanced skills in Financial and Cost Control Systems
  • Advanced skills in Microsoft Excel and Powerpoint
  • Any certification from PMI or AACE is beneficial
