Job Description Scope:
The primary areas of responsibility for this position are to assist the Operations Risk Manager (ORM) with the implementation development, and maintenance of health, safety, and security (HSS) programs as applicable to the Southeast Morris County Municipal Utilities Authority (SMCMUA) business as a public drinking water system. The programs implemented are required to comply with regulatory standards and maintain consistency with industry best practices.
ESSENTIAL FUNCTIONS
1. Under the direction of the ORM:
-Assist the ORM to implement and maintain health and safety programs required in compliance with the Public Employees Occupational Safety and Health Administration (PEOSHA) and Federal and State Safe Drinking Water Act as applied to the functions of this position.
-Assist the ORM to implement and maintain security programs (access control, surveillance, etc.) in accordance with regulatory standards and industry best practices.
-Conduct worksite assessments to evaluate practices and procedures, determine risks, assess potential hazards, evaluate hazard control measures, investigate incidents, evaluate, and maintain incident and loss records, prepare incident and emergency response plans, etc.
-Manage HSS inspections, inventory, etc.
-Implement and maintain training programs and associated records.
-Perform project management tasks for supply, service, and consultant contracts (i.e., scheduling, ordering supplies and services, invoice tracking and approval, deliverable review, managing inventory, etc.).
2. Responsible for coordinating and conveying effective communication of SMCMUA goals, safety practices, and performance management.
3. Perform human resource tasks associated with supervision of field tasks and assist ORM to develop and implement staff training programs, HSS security policies, and procedures, assist with employee onboarding and offboarding, create standard operating procedures, etc.
4. Perform organizational tasks associated with the production of Division reports, compliance reports, development of requests for proposals, record management, etc.
5. Perform fiscal tasks associated with the production and management of purchases, contracts for equipment and services, and consultant support in accordance with applicable State laws, optimization of expenditures to control costs, etc.
6. Assist the ORM to manage daily operations and emergency operations, such as incident command, etc.
7. Participate in a key position on the Incident Command System Organizational Structure on an as-required basis following SMCMUA’s responses to various types of incidents and acting in accordance with SMCMUA’s All Hazards Incident Response Program.
8. Apply the Effective Utility Management (EUM) strategy to ensure the operative management of the ORM Division.
9. Effectively respond to incidents and exhibit the capability of working outside of normal business hours.
10. Performs related and other duties, as assigned.
Qualifications:
EDUCATION & EXPERIENCE
- U.S. accredited AS, AAS, or Bachelor’s degree in occupational health, environmental health and safety, occupational safety, industrial hygiene, safety management, physical security, or related programs. A combination of related education, training, and experience will be considered.
- Entry-level position requiring one (1) or more years of experience in health, safety, and security for public water systems. Internship experience preferred.
SKILLS & COMPETENCIES
- Demonstrated proficiency in health, safety, and/or security regulatory standards and industry best management practices.
- Knowledge of first-aid procedures and how to respond to emergency situations.
- Demonstrated proficiency in leadership and supervision. Must be proactive, strategic, and detail-oriented, and encourage staff development.
- Excellent comprehension, written and oral skills in English so that involved and complicated instructions and technical documents can be read, understood, produced, and communicated.
- Excellent communication, organizational, analytical, and project management skills.
- Demonstrated knowledge of industry best practices and standards.
- Demonstrated proficiency in Microsoft Office applications, including Outlook, Excel, Word, and PowerPoint.
- Maintain up-to-date skill sets to remain current with the best available technologies.
- Working harmoniously with co-workers, supervisors, managers, and the public.
- Maintain an understanding and satisfactory compliance with the SMCMUA policies, procedures, practices, processes, and essential functions required for the position.
