In the United States, Hino Motors Manufacturing U.S.A. currently has team members in 4 states including Michigan, Arkansas, West Virginia and California. The Corporate Office resides in Novi, Michigan. Hino assembles medium-duty trucks at its Mineral Wells, West Virginia plant. Its manufacturing facilities in Marion, Arkansas produces axles, knuckles and suspension components for Toyota. Hino’s Parts Distribution Center in Mira Loma, California supplies Latin American and Caribbean distributors with genuine Hino service parts.

We are currently seeking a Manager, Vehicle Compliance Regulatory Liaison (VRCL) for our Corporate Headquarters located in Novi, MI reporting directly to the Assistant General Manager of VRCL.

Responsibilities'

  • Responsible for Emissions certification including Vehicle GHG, ZEV and OBD and interfacing with EPA and CARB and industry related Engine Manufacturers Association (EMA) committees and other vehicle certification related activities involving EPA and CARB.
  • Responsible for vehicle certification related activities including Greenhouse Gas (GHG) Vehicle, Engine Emissions and HD-OBD certifications requiring interfacing with EPA and CARB. The VRCL Manager will also be involved in Zero Emission Vehicle (ZEV) and related Zero Emission Powertrain (ZEP) certifications with CARB.
  • Responsible for tracking future regulatory trends related to the above regulations and will participate in industry related Engine Manufacturers Association (EMA) committees.
  • Follow and support evolving vehicle regulations (Emission, GHG, and Safety) and Support Hino Motors Limited (HML) in developing Hino vehicles and engines for the US market to ensure they are designed to be in compliance with any and all laws/regulations of the US regarding the environment, safety and certification.
  • Communicate with Environmental Protection Agency (EPA), National Highway Traffic Safety Association (NHTSA) and California Air Resources Board (CARB) regarding certification and collection of rulemaking information for all Hino brand products.
  • Report/ summarize results and rulemaking activities to Hino Motors Limited (i.e., HML).
  • Attend meetings hosted by Engine Manufacturers Association (EMA) and provide HML with information regarding activities, regulations and policy of Engine Manufacturers Association (EMA), EPA, CARB and NHTSA.
  • Interact with regulating agencies and EMA to advocate on Hino’s behalf and assure Hino’s position to be reflected in proposals and EMA activities.
  • Coordinate with EPA, NHTSA, CARB and HML to convey company direction and promote our relationship with EPA, NHTSA and CARB.
  • Assist the engineers of HML in communications and/or negotiations with the EPA, CARB and/or NHTSA.
  • Attend and support plant audits, compliance tests, and any other requests from HML.
  • Negotiate with other governmental authorities including EPA, CARB and NHTSA regarding emission, fuel efficiency/GHG and safety of Hino brand products in accordance with the instructions from HML for the smooth operation of audits and tests.
  • Collect information of regulation related to vehicle safety, exhaust emission, GHG, certification and recall, and report them to HML.
  • Submit reports to NHTSA, EPA and CARB regarding defects and/or recalls in accordance with the instruction from Customer Quality Engineering Division of HML.
  • Perform other duties as assigned.

Required Education and Experience

  • Bachelor’s degree in related Engineering field or the equivalent combination of education and related work experience.
  • 8 plus years of experience in automotive industry and 4 plus years of experience in automotive regulatory affairs.
  • Existing knowledge of related regulations and standards is strongly preferred.
  • Experience conducting pre-regulatory research activities is preferred.
  • Experience working collaboratively with regulatory agencies and industry colleagues is preferred
