Duties
- Provides the expert analysis, design, development, implementation, and support of system control software including:
- operating systems, multi-user utilities, locally prepared subroutines, and inter-computer communications, and vendor proprietary software for the multiplatform environment.
- Provides expert technical analysis for problem determination and coordination of system and/or software problems, employs problem analysis and resolution techniques, and
- analyzes the most difficult problems and determines the most effective methods of resolution.
- Designs major extensions and enhancements to operating systems software to support current, revised, and new functional requirements.
- Prepares and presents oral and written recommendations to management on the feasibility of implementing new or revised operating systems software.
- Develops supporting documentation materials for the justification and acquisition of operating systems software.

APPLICANTS MUST ALSO HAVE 52 WEEKS OF SPECIALIZED EXPERIENCE at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled. Experience must be IT related. The specialized experience required is defined as: planning, installing, configuring, and implementing a mainframe operating system or commercial off the shelf vendor system software product on the zOS mainframe platform.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
The evaluation you receive is based on your responses to the questionnaire. Your resume and supporting documentation will be compared to your responses to the occupational questionnaire, which is designed to capture the desired competencies for this position. These competencies include:
- Knowledge of mainframe system software installation and implementation using various mainframe tools.
- Ability to analyze operating systems software problems to develop solutions.
- Ability to customize mainframe system software to support functional requirements.
- Ability to gather and organizing information and present findings.
Your application will be evaluated under the Category Rating method, based on your responses to the Assessment Questions. If you meet the basic requirements for the position, your application will be evaluated and placed into one of three categories:
1 - Qualified Category - Candidates who meet the Minimum Qualification Requirements.
2 - Well Qualified Category - Candidates who meet the Minimum Qualification Requirements and demonstrate a satisfactory level of the knowledge, skills, and abilities necessary to perform the duties of the position.
3 - Best Qualified Category - Candidates who meet the Minimum Qualification Requirements and demonstrate a high level of the knowledge, skills, and abilities necessary to perform the duties of the position.
Candidates eligible for veterans' preference will be placed ahead of other candidates in the appropriate category for which they have been rated.
