The Human Resources Generalist provides professional level support in a variety of Human Resource functions. Specializing and serving as subject matter expert (SME) in HR functions that include benefits administration, HRIS, training and development and talent acquisition. Also, handles risk management, workers compensation, and unemployment claims, and ensures compliance with EEOC requirements.

Essential Duties and Responsibilities

Advises and assists leaders with the interpretation of employment policies and practices

Attends and participates in employee disciplinary meetings, terminations, and investigations.

Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

Addresses internal customer concerns relative to HR matters on a daily basis.

Oversees unemployment claims / attend hearings as necessary

Administers the HR Department’s HRIS system including maintenance (upgrades, patches, utilities—collaborating with the appropriate technical staff to coordinate application of upgrades or fixes), analyzes data flows for process improvement opportunities. Resolves HRIS problems, performs scheduled activities, serves as a key liaison with third parties and other stakeholders

Assists with the development of reports / queries and being able to interpret the data

Acts as a liaison between the organization and external benefits providers and vendors, which may include health, disability, retirement plan providers, and staffing agencies.

Conducts Quality Control to ensure that all employment and personnel records are filed timely and maintained in accordance with established records retention procedures.

Oversees and maintains Agency training program and records maintenance. Prepares and presents trainings as needed.

Oversees off-board process by ensuring checks and balances are established for deactivating active employees / securing equipment, etc.

Manages / oversees the Benefit Administration process to include Open Enrollment; claims resolution, reporting, approving invoices for payment, communicating benefit information to employees. Insures compliance with applicable government regulations including HIPPA, ADAAA
and health care reform. Assists with administering COBRA, pension and retirement, and Early Retirement Incentive (ERI) programs.

Coordinates the Agency’s leave benefits with employee, their supervisor, and payroll.

Manages the workers compensation insurance program. Evaluates employee reports and manages the claims process. Provides internal case management, incident reports for claims and other on-the-job injuries and manages the employee’s return to work. Monitors insurance and works with Agent of record on insurance matters

Collaborates with HR Director and supervisors to develop applicant evaluation and testing methods and tools.

Participates in recruitment efforts, New Hire Orientation as needed

Participates on various Committees for improvements of the agency / moral of team members.

Completes wage surveys and tracks all compensation and salary survey data.. Works with Director and/or outside consultants as needed.

Provides a variety of reports and data to internal customers including HR Director, and DAAA Management/Department Heads.
