This Opportunity

DOTComm is currently searching for a dynamic Finance Manager to lead and modernize our finance operations. This managerial position works closely with the DOTComm leadership team in the creation of an annual budget and financial forecasts. This position is also responsible for the creation and maintenance of financial and accounting controls and the cost allocation model, policies, processes and procedures (i.e. accounts payable, accounts receivable, fixed assets, payroll, billing) and the annual financial audit.

NOTE: This position has the ability to work remotely, but incumbent must reside in the Omaha metro area as some in-office work is required.

Core Functions

  • Manages and supervises direct report staff to include hiring, training, assigning work, scheduling and coordinating resources. As needed, coordinates with HR to prepare and present disciplinary actions.
  • Establishes and implements short and long-range goals, objectives, policies, and operating procedures for assigned area(s).
  • Creates and prepares monthly, quarterly and yearly financial reports that are submitted to the Oversight Committee. Also prepares and creates various ad hoc reports using the financial system reporting tools and ensures these can be utilized by the Oversight Committee, DOTComm management, City Finance and County Finance.
  • Coordinates the annual budget process which includes preparing historical information, preparing budget input forms/spreadsheets, and compiling all departmental information into a consolidated DOTComm budget. Also coordinates the forecasting process and works with the management team to drive forecast accuracy.
  • Establishes, coordinates and monitors internal financial controls, policies, procedures and processes to assure proper compliance within all financial areas (i.e. accounts payable, accounts receivable, fixed assets, payroll, billing, contract management).
  • Participates and updates items in the cost allocation model for billing the City of Omaha, Douglas County and other clients.
  • Oversees and participates, in conjunction with the external auditing firm, in the completion of the annual financial audit. Also participates in the selection and evaluation of the external auditor.
  • Serves as the primary conduit of information between DOTComm and City/County finance; coordinates spending approvals with City and County.
  • Completes special projects related to Finance including determining spending statistics and patterns, recommending solutions to improve spending, etc.
  • Researches, communicates and implements GASB accounting standards changes as required.
  • Performs other related duties as assigned.

Required Qualifications

  • A minimum of five (5) years experience in a finance or accounting department which includes two years of supervisory experience.
  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration or equivalent.

Preferred

  • A deep understanding of Oracle Financials
  • Advanced to expert level Excel skills
  • CGFM, CPA or CMA

Job Type: Full-time

Pay: $91,000.00 - $115,000.00 per year
