THE DEPARTMENT
This position will be assigned to the City's Neighborhood Preservation Division which is part of the Community Development Department. The Neighborhood Preservation Division is responsible for enforcement of municipal code violations, including substandard housing violations, illegally operating businesses, abandoned vehicles, non-compliant marijuana grows and waterway issues. In addition to Neighborhood Preservation, the Community Development Department includes the Planning Division, Building Division, and Development Engineering. The Neighborhood Preservation Division is comprised of a Manager who oversees division staff including five full-time and two part-time Code Enforcement Technicians and an Administrative Assistant.
THE POSITION
This position will be responsible for a variety of complex administrative duties including records management; creating, maintaining and updating various reports; serves as the point of contact for incoming code enforcement complaints; routes cases to the appropriate code enforcement technician; files documents with the Tulare County Recorder’s Office; purchases supplies for the division/department and maintains all code enforcement cases and records. The position will also assist the Senior Administrative Analyst with various finance/accounting duties and human resources related to newly hired employees.

The ideal candidate for this position will be a self-managing, detail oriented individual, who likes to stay busy. They will have the ability to research, interpret, and communicate municipal codes and procedures. Managing and prioritizing projects and deadlines are essential. Candidate will need to have strong communication skills (written and oral). They will have the ability to develop solutions and independently resolve complaints or concerns that arise and possess good judgement in making thoughtful decisions. They will possess strong interpersonal skills, with the ability to handle sensitive situations tactfully and confidentially. The ideal candidate will work well with the public and have the ability to build and maintain cooperative working relationships with City staff and the public.
EXPERIENCE AND EDUCATION
Any combination equivalent to experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and abilities would be:
- Four years of increasingly responsible secretarial, administrative and/or supervisory clerical experience.
- Possession of or ability to obtain a valid California Driver's License may be required of some positions.
PHYSICAL STANDARDS
Positions in this class are typically situated in a standard office environment resulting in little exposure to the weather and requiring no unusual physical abilities.

Bargaining Unit: Employees in this class are represented by the Northern California Carpenters Regional Council (Group M bargaining unit). This bargaining unit may establish and collect dues for their members' independent from the City of Visalia. Those that elect to join may be required to pay dues per the provisions in the MOU.
A uniform allowance of $800 annually is provided for maintenance and care of department required uniforms or attire. Employees working in the following areas of the Police Department that are required to wear a uniform are eligible for uniform allowance: Dispatch, Records, CSO personnel, Property and Evidence, Crime Lab, Duty Officer personnel, and Parking Enforcement.
Holidays: Regular non-shift full-time City employees receive 11 paid holidays and one (1) floating holiday per year. In lieu of holidays, Police shift employees receive 4 hours of compensatory time off and 4 hours of regular pay in the pay period the holiday falls.In addition, shift employees receive one floating holiday in the pay period that includes January 1.
Annual Sick Leave Buy Back: After accumulating 480 hours, the City will automatically cash out all sick leave hours over 480 hours at 40% of the employee's pay rate.
